Enable your computer to be an Access Host before connecting to MySql.

Add IP to access list in order to access the server. By default all IPs are blocked.

For dynamic IP address (That which changes periodically depending on Internet Service Provider (ISP) you must make update to connect IP in remote MySql every time it changes.

Login into cPanel.

Go to Databases, click the Remote MySql Icon.

Under Host field enter the connecting IP Address the click Add Host button.

Now you should be able to connect remotely to your database.
